PROBLEM TO BE SOLVED: To sense failure of a system correctly by sensing the water level in a water tank and the quantity of water being flown over the water tank and judging whether a failure is present in a makeup water supply system or not based on the sensed water level and the overflow volume and the control state of makeup water. SOLUTION: A water level sensor 310 and an overflow sensor 320 are provided and a supply valve 330 is controlled by means of a controller 340 depending on the sensor outputs. The controller 340 judges whether or not the water level sensor 310 or the supply valve 330 breaks down based on the sensed water level and the overflow volume and the open/close state of the supply valve 330. It is judged that the supply valve 330 breaks down if the overflow volume exceeds a reference level and the supply valve 330 is closed. If the overflow volume exceeds the reference level, the supply valve 330 is opened, and the sensed water level is lower than a reference level, it is judged that the water level sensor 310 breaks down and an alarm 350 is actuated.
