PROBLEM TO BE SOLVED: To absorb the impact energy of boulder of a debris flow generated on the upstream side by a buffer wall to prevent damage of a steel-made frame dam main body by removably installing the buffer wall made of porous material on the upstream surface of the steel-made frame dam. SOLUTION: A buffer wall 7 is removably installed on the upstream surface of the steel-made frame dam 6. The buffer wall 7 is made of porous material such as bubble mortar having characteristics such as the specific gravity of 0.6-1.2 t/m, the material strength of 5-50 kg/m2, and formed by embedding a small-diameter reinforcement bar and a mesh wire netting. Thus, when a debris flow is generated on the upstream, boulder in the debris flow collides with the buffer wall 7, so that the buffer wall 7 is damaged, but the collision energy is absorbed to prevent damage of the steel-made frame dam 6, or lighten the damage. The damage buffer wall 7 can be easily replaced. The buffer wall 7 has panel wall materials on both surfaces, so that it can be used in the upstream side of a double wall type dam, the interior of which is filled with sediment.
