PROBLEM TO BE SOLVED: To provide a soundproof wall made of precast concrete, generating no water leakage even in a cold district and having no problem caused by the occurrence of ice columns and freezing/thawing actions and to provide its execution method. SOLUTION: This soundproof panel 1 made of precast concrete is provided with a fixed section 11 mounted on a concrete structure, a panel section 12 erected from one side of the fixed section 11, and rib sections provided at both side edges and the center section of the panel section 12. The soundproof panel 1 is manufactured at a factory in advance. The soundproof panels 1 are hoisted at an execution site and fixed to the ground cover section 2 of the reinforced concrete structure in a line shape by U-bolts 41, a water stop material 72 is arranged along the installation direction between the upper face of the ground cover section 2 and the lower face of the fixed section 11 of the soundproof panel 1, and a packing material is arranged at the joint portion between adjacent soundproof panels 1.
