PROBLEM TO BE SOLVED: To provide a method for decomposing a lignin-based material capable of decomposing the lignin-based material at a normal temperature and an atmospheric pressure stably by bringing the lignin-based material into contact with a functional water under an irradiation of a light. SOLUTION: This method for decomposing a lignin-based material is provided by introducing an aqueous electrolyte solution consisting of at least one of sodium chloride and potassium chloride through a pipe 111 with a pump 113 into a water vessel 101 arranged with an anode 103 and a cathode 105 mediated by a diaphragm 107 consisting of an ion-exchanging membrane, etc., and performing an electrolysis between the above electrodes 103, 105 connected to a power source 109 to yield an acid water of pH 1-9 and having 2-150 mg/l chlorine concentration at the cathode side. On the other hand, a medium containing a lignin-based material such as a natural lignin is introduced in the water vessel 101 through a pipe 115 with a pump 117, and irradiated with sun light or a light having 300-500 nm from a light irradiating means 116 in the presence of the above acid water to prompt the decomposition of the lignin- based material.
