PROBLEM TO BE SOLVED: To enable the speedy and highly accurate measurement of the moisture content of fresh concrete. SOLUTION: This moisture content measuring device 1 is formed of a vacuum chamber 3 housing fresh concrete 2, a vacuum pump 4 connected into the vacuum chamber 3, a thermometer 5 as a temperature measuring means to measure the temperature of the fresh concrete 2, and a computer 6, which is a control means to drive and control the vacuum pump 4 according to values measured by the thermometer 5. The computer 6 is constituted so as to be capable of controlling the vacuum pump 4 to prevent the freezing of the fresh concrete 2 while monitoring the temperature of the fresh concrete 2 by the thermometer 5.
