PROBLEM TO BE SOLVED: To prevent deterioration of a working environment of workers moving along the axis of a tunnel, and enable a work with a high working accuracy in a short period of time at low costs in carrying out a regeneration treatment work of the interior surface of a laterally-directed tunnel. SOLUTION: Each process of a pre-survey process over the entirety of an interior surface, pre-coating process, a coating process, and a post-inspection process is carried out in this order respectively through remote control while monitoring from outside by moving an apparatus to the work-objective place of a tunnel, which has a movement-working robot equipped with an unmanned movable main body 1 self- traveling within a tunnel A1, an elevatable shaft 5 being installed elevatably vertically in the main body 1, an extendable shaft 6 cantilevered on the upper end thereof and extendable and retractable in an axial direction of the tunnel, an extension/contraction and rotation working boom 7 fixed extendably in an interior surface direction from the tip end of the extendable shaft 6 and rotatably in the circumferential direction of the tunnel A, and a work tool attached replaceably at the tip end of the boom 7 for operation.
