PURPOSE: A communication state improving method and a mobile communication system are provided to minimize the communication by improving the communication state of a mobile unit even when a certain unit among mobile units placed in the same service area is difficult to perform communication. CONSTITUTION: A mobile communication system is composed of mobile units(21) and base stations(22). The mobile units consisting of a registration/originating requesting unit(31) to originate a call to the base stations covering a service area when communicable state is changed to a state impossible to communicate or to register the position of the mobile units, a communication channel setting requesting unit(32) to generate a communication channel setting request to the base station, a transmitting/receiving unit(33), a re-transmitted coefficient/level value counting unit(34), a level value transmission unit(35), a common channel data reception unit(36), a common channel data memory unit(37) and a communication channel set unit(38). The base station consisting of a transmitting/receiving unit(33) to transmit/receive various signals, a communication channel setting requesting unit(39), a level value reception unit(40) to receive the re-transmitted level value transmitted from the mobile units, a level value deciding unit(41) to decide the re-transmitted level value, a common channel data memory unit(43) and a common channel data transmission unit(44).
