PURPOSE: A device for controlling transmitting electric power is provided to maintain the communication quality of user information stably and to control the transmitting electric power in the base of the detected quality of data from a small repeating number. CONSTITUTION: A received signal is inputted to an SIR(Signal to Impairment Ratio) measuring unit(101) and a repeating decode unit(102). Herein, the SIR measuring unit measures the SIR in the base of the received signal, and the repeating decode unit decodes in the base of the received signal for outputting the result to a FER(Frame Error Ratio) measuring unit(103). Also, a comparing unit(105) compares the measured SIR with a standard SIR for controlling the command of a transmitting electric power control transmitted to a receiving apparatus. Herein, if the measured SIR is lower than the standard SIR, the command increasing the transmitting electric power. Therefore, the FER is measured by extracting the decode result in a certain repeating number before reaching the repeating number of realizing desired communication quality.
