PURPOSE: Present invention relates to a communication system for monitoring and management of the loading condition in a CDMA(Code Division Multiple Access) communication system. CONSTITUTION: A system and method for monitoring and managing the loading conditions on a CDMA base station is provided. The system uses forward link data to adjust loading effect on communication capability. A load monitoring device like a CDMA communication device and a data processor is provided. The CDMA communication device comprises transmit circuit for communication with base station and a receive circuit for receiving closed loop power control commands. The real time traffic loading conditions of the base station could be inferred by the load monitoring device. In this way, the loading of the system could be controlled appropriately.
