PURPOSE: A serial data transmitting device is provided to improve the transmitting speed of data by restraining the continuous generation of the same data sections when performing exclusive-OR of original data and clocks to transmit the data at lower clock speed than the original clock speed. CONSTITUTION: A piece(100) to transmit data by using a device for interfacing in a serial data transmitting device is composed of a random signal generator(110), a random signal generating part(120), a mixing part(130), and an encoder(140). A data reception piece(200) of a corresponding device is composed of a clock regenerating part(210), a data regenerating part(220), a random signal controlling part(230) and a random signal generator(240). When the space of each device is to be interfaced by using the device, the original data before processing exclusive-OR of the original data and clocks not to generate the same clock section continuously and the random data are mixed by processing exclusive-OR. Then the generation frequency of high or low of the original data rows becomes uniform, the clock speed is reduced, and the transmitting speed of data is improved.
