PURPOSE: A scouring machine is provide to change or remove a steel roll and a low tine web contacted with an upper and lower part of a steel plate and to increase productivity by preventing the low tine web from shrinking. CONSTITUTION: A scouring machine is installed in a rolling line to form a hairline with a low tine web(3) contacted on the surface of an annealed steel plate(2) in one direction. The device is composed of a supplying unit(10), a removing unit(20) and a roll outlet(30). When the steel plate progresses in one direction, an up-dawn cylinder(130) on a frame(120) falls a compressing roll(132) as the cylinder is expanded. The compressing roll descends to a steel roll(134) and then is arranged near the steel roll as the up and down cylinder stops to fall when a sensing bar(38a) of a roll block(132a) is sensed by a second sensor. Therefore, the low tine face of the low tine web is contacted with the upper part of the steel plate passing between rolls, in order to form the hairline on the surface of the steel plate.
