Water-in-oil (W/O) emulsions comprising: (a) a water (and optionally water soluble substances) content of at least 80 %; (b) a lipid, emulsifier and lipophilic substances content of less than 20 %; (c) at least one surfactant; and (d) at least one cationic polymer. Water-in-oil (W/O) emulsions comprising: (a) a water (and optionally water soluble substances) content of at least 80 %; (b) a lipid, emulsifier and lipophilic substances content of less than 20 %; (c) at least one surfactant of formula (I); and (d) at least one cationic polymer. A = 10-30C alkyl, acyl or hydroxyacyl or a group of formula (i); R' = 1-20C alkyl; R'' = 1-20C alkylene; b = 0-200; a = 1-100 (especially 5-40); X = a bond or CH(OR3); R1, R2 = H or Me; R3 = H or 1-20C alkyl or acyl.
