PROBLEM TO BE SOLVED: To prevent generation of a defect of luminescence of a dispersion EL element caused by a breaking of wire of a transparent conductive layer. SOLUTION: A laminated body is composed by forming at least a transparent conductive layer having an indium oxide as a main component (B) 20 on one main surface of a transparent base (A) 10, wherein a current resistance value in a unit width of the transparent conductive layer (B) 20 is from 10 (mA/mm) to 80 (mA/mm). Alternatively, after forming at least the transparent conductive layer (B) 20 having the indium oxide as a main component on one main surface of the transparent base (A) 10, heat processing is applied from 120 deg.C to a heat resistance temperature of the transparent base (A) 10 for 3-48 hours. A current resistance value in a unit width of the transparent conductive layer (B) 20 is from 10 (mA/mm) to 80 (mA/mm).
