PROBLEM TO BE SOLVED: To demonstrate photo-catalytic activity by irradiating a visible ray. SOLUTION: When a trivalent element is doped into a titanium oxide, adsorption of a visible ray increase to obtain activity by the visible ray. Thereupon a high active photo-catalyst body is obtained by alternatively laminating a doped layer 1, in which the trivalent element is doped into the titanium oxide, and an undoped layer 2, in which the element is not doped on a substrate 3, by using a spatter method.
