PROBLEM TO BE SOLVED: To provide an apparatus and a method for feeding and cutting a packaging material wherein a simple mechanism can reliably feed and cut the packaging material and speedup in operation can be supported. SOLUTION: Chuck claws 40, 41 hold and pull down a film web FW for feeding a predetermined length of the film web FW. When the claws 40, 41 rise to the highest position for holding the film web FW, an air cylinder 92 is driven to pull up an entire cutter unit 42, and the cutter unit 42 is retreated from the claws 40, 41. When the chuck claws 40, 41 complete feeding the film web FW, the cutter unit 41 activates a movable blade 64 in a state that it has restored to an original position and cuts the film web FW at a predetermined cutting position.
