PROBLEM TO BE SOLVED: To prevent the development of overflow of molten metal and breakout just below a mold even in case of developing the clogging of a nozzle and to enable reuse of a tundish to many frequencies. SOLUTION: After pouring the molten steel into the mold 14 in a continuous casting, the molten steel surface is continuously measured with an M-series electrode-type molten steel surface meter 21. The molten steel surface rising speed is calculated based on the variation of the molten steel surface level with a casting control device 23 and the deviation between this molten steel surface rising speed and a reference speed, is obtd., and while applying the limitation to the max. value of this deviation, a control signal based on this deviation is outputted to a servo-amplifier 24. The molten steel surface rising speed in the mold 14 is controlled to the reference speed by controlling the opening degree of a sliding nozzle 12 through a hydraulic device 25 and a cylinder 15 based on this control signal with the servo-amplifier 24.
