PROBLEM TO BE SOLVED: To use a brake device for both of an emergency use and an ordinary use by arranging a plurality of spring action type brake devices switchable between two kinds of braking condition according to spring pressure, releasing spring pressure in the whole of the devices simultaneously in case of emergency, and releasing spring pressure in a part of the devices in an ordinary time for securing partial braking force. SOLUTION: A plurality of spring operated braking devices 5 switchable between two conditions are arranged in a single vehicle body. Each of the spring action type braking devices 5 is switched between a brake-releasing condition, which is accomplished when spring pressure is locked, and a braking condition, which is accomplished when the locked spring pressure is released. In case of emergency, the whole of solenoid valves 17 for diaphragms 15 are controlled so as to be switched according to a signal from a control unit for releasing spring pressure of the spring action type brake devices 5 simultaneously, and maximum braking force is secured. In an ordinary time, a part of the solenoid valves 17 is controlled so as to be switched, and spring pressure of a part of the spring operated brake devices 5 is released for securing partial braking force. In this way, this brake can be used as either of an emergency brake for an emergency or an ordinary brake for an ordinary time.
