PROBLEM TO BE SOLVED: To prevent the clouding of a base material and the formation of water droplets from occurring through the phenomenon to make the surface of a surface layer hydrophilic permanently in response to that photoexcitation of a photocatalyst by forming the surface layer containing photocatalytic particles on the surface of a film base. SOLUTION: A surface containing photocatalytic particles using a material such as an anatase-type titanium oxide, a rutile-type titanium oxide, a tin oxide, a zinc oxide, a bismuth trioxide, a tungsten trioxide, a ferric oxide, a strontium titanate or the like, is applied to the surface of a film base using a plastic such as polyethylene terephthalate, PVC or polyethylene. In addition, the surface layer is made hydrophilic by photoexciting photocatalytic particles using a light source in the environments such as solar light or ordinary indoor illumination. Thus it is possible to maintain a high-degree hydrophilic nature in the surface of the base for a long time and thereby prevent the clouding of the base and the formation of water droplets from occurring. |
