PROBLEM TO BE SOLVED: To effectively suck and hold a printing plate at the time of punching after the plate is dried by heating and to prevent a color drift at the time of color printing. SOLUTION: A punching and plate bending apparatus 28 has a cooler 210 near a printing plate insertion port 88 to a punching unit 80. The cooler has a plurality of fans disposed in a direction perpendicular to a conveying direction of a printing plate P. The cooler 210 supplies an air toward a surface of the plate P when the plate is inserted from the port 88, mounted on a conveying belt 96 and conveyed to cool the plate heated to be dried to set the plate P to substantially the same temperature as a temperature at the time of heating and printing an image so that punched holes or cutouts can be perforated at a predetermined positions at the image printed on the plate P.
