PROBLEM TO BE SOLVED: To prevent useless ink accumulation and ink leakage caused by the accumulation by eliminating a gap for bringing an inner pusher into noncontact with an ink scraping plate in a plate cylinder. SOLUTION: A plate cylinder 1 is formed substantially in a cylindrical state in which a flexible peripheral wall W having an ink passable area and an ink non-passable area is wound. An inner push roller 14 is disposed inside the wall W to supply an ink to an inner periphery of the wall W and to push out the ink the wall W outside the cylindrical state. An ink scraping plate 17 is disposed inside the wall W to scrape up the ink at the ink nonpassable area side of the wall W to the passable area side. A form plate mounting seat 4 having a clamp 6 to hold one end 5a of a stencil printing base sheet 5 to be wound on the outer periphery of the wall W is disposed on such a cylinder 1. A guide sheet 9 connected to the wall W is provided to cover the inside of the seat 4 inside the cylinder 1 at the seat 4. The sheet 9 is pushed to the inside of the cylinder 1 by an elastic member 21 arranged at the seat 4, and brought into contact with the roller 14 and the plate 17.
