PROBLEM TO BE SOLVED: To remarkably reduce size by excluding a special purpose transfer implement and a second conveyor in a ply forming apparatus. SOLUTION: The ply forming apparatus comprises a top texture cutting means 9 for cutting a top texture T0 on a feeding conveyor 7 rewound from a top texture roll holding means 6 at a cutting position Q, a drawing conveyor 10 independently driven and drawing a cut piece T of the position Q to a center reference position of coupling by extending one non-cutting edge Te from a conveyor side edge 10e, and a coupling means 11 for superposing the non-cutting edge Pe of a waiting coupled tire ply P on the piece T of the center reference position and pressurizing the superposed part to couple the part.
