PROBLEM TO BE SOLVED: To provide a mixture capable of containing water-soluble and/or water-miscible material at a high or a very high content without losing a galenical quality of the mixture or other properties. SOLUTION: This water-in-oil emulsion contains (a) >=80 wt.% of water and occasionally a water-soluble substance based on total weight of the mixture and <=20 wt.% of lipid, emulsifier and a lipophilic component, (b) at least one kind of surfactant selected from the group of alkylmethicone copolyol and/or alkyl dimethicone copolyol and (c) one kind or more lipid component containing a lipid phase of an emulsion, and (d) a weight ratio of the components (b/c) is 0.10-0.25, and also contains (e) at least one kind of a cationic polymer.
