PROBLEM TO BE SOLVED: To provide a membrane reactor system hydrogen producing device for producing high purity hydrogen by integrating the reactions in a reformer, a carbon monoxide shift converter and a hydrogen purifier. SOLUTION: A hydrogen producing device includes an upright type burner device 9, a hollow cylindrical inner cylinder 2, a hollow cylindrical raw material supply pipe 2E, plural numbers of vertical hydrogen permeating pipes 3 provided between a hollow cylindrical outer wall and the raw material supply pipe inside of a reactor and having the closed upper part, an outer cylindrical part 1, a reforming catalyst 5 and a raw material inlet 11. The hollow cylindrical inner cylinder 2 is composed of a hollow cylindrical inner wall 2A surrounding the burner device and having a combustion chamber 10 having an opening 7 at the upper end and formed inside, the hollow cylindrical outer wall 2B surrounding the outer periphery of the inner wall and having a reaction chamber 2D formed across the inner wall and a ceiling plate 2C air-tightly connecting the upper ends of the inner wall and the outer wall. Further a raw material by-pass inlet 16 is provided in a lower manifold in the inner cylinder to introduce a part of the raw materials from the upper part and a raw material by-pass pipe 6 opened to the inside of the reaction chamber at the upper part is provided in the reforming catalyst.
