PROBLEM TO BE SOLVED: To efficiently adsorb and regenerate basic nitrogen compds. such as ammonia by supplying the objective gas to an adsorption layer having ion exchange fibers to adsorb harmful substances, supplying a desorption medium to the adsorption layer which stops adsorption so as to desorb the harmful substances, and then decomposing the desorbed harmful substances. SOLUTION: The objective gas is passed through a filter 3 to remove dust and supplied by a blower 6 through the gas supplying pipe 30 and an opening and closing valve 50 to an adsorption tank 2. Then the gas is passed through an adsorption layer 21 having ion exchange fibers in the adsorption tank 2 to adsorb the objective gas component to the adsorption layer 21. The treated gas is discharged through an upper opening part 22 and a three-way electromagnetic valve 29. After stopping the adsorption of the gas component on the adsorption layer 21, a desorption medium is supplied to the adsorption layer 21 to desorb the harmful substances. The desorbed harmful substances are cooled in a heat exchanger 9 with cooling water and then further cooled in a heat exchanger 10 with cold water to recover as a recovered liquid.
