PROBLEM TO BE SOLVED: To reliably announce a shutting-up state of a passenger in a car by judging that it is shutting-up of the passenger in the car when the car stops in a door closed state and detection by a passenger detecting means continues for a prescribed time or more, and announcing the fact of being shut up in one landing elevator hall according to the judgment. SOLUTION: When a power failure detecting contact point 1 does not operate, whether or not a person gets into a car is detected by a car inside load detecting device 5, and judges whether or not an elevator is stopped in an elevator stopping state in a door closed state, that is, on condition that a car door closing detecting contact point 3 and a landing elevator hall side door closing detecting contact point 4 are respectively operated. According to the judgment, a stopping signal 6 of the elevator operates an abnormality announcing device 9 when establishing either condition when the elevator stops up to time optionally set by a timer 7 to announce where to make contact as being shut up in one landing elevator hall among respective story landing elevator halls on shutting-up of the passager in the car.
