PROBLEM TO BE SOLVED: To reduce primary bending vibration of an advancing body of rolling stock without exciting other vibration modes. SOLUTION: A vibration damping device mounted to a body supported on trucks 2 through air springs 3, to damp vibration during travel is constituted comprising an active mass 5 arranged movably in the vertical direction; an actuator 4 driving the active mass 5 to move it vertically; a vibration sensor 6 for detecting vertical vibration of the body 1; and a controller 8 for controlling the actuator 4 with the output of the vibration sensor 6 as input. This vibration damping device is disposed at a secondary bending vibration node part P1 or P2 of the body away from the longitudinal center position of the body 1 onto the front end side or rear end side of the body 1.
