PROBLEM TO BE SOLVED: To perform a more precise tension control by providing a noncontact sensor for detecting the winding diameter of a trolley wire without contact with the trolley into and a braking means for generating a braking force proportional thereto. SOLUTION: This frame device 20 is provided with an ultrasonic sensor S for measuring the winding diameter of a trolley wire and a control means, and the control means is connected to the ultrasonic sensor S and a braking means 28, respectively. When a rolling stock is traveled forward at a fixed speed, the tension of the trolley wire is regulated by a drum 27 braked by the braking means 28 and a capstan member. Although the winding diameter of the trolley wire is reduced with the lapse of time at this time, the winding diameter of the trolley wire at that point of time is detected by the ultrasonic sensor S. The winding diameter of the trolley wire detected by the sensor S is transmitted to the control means, where a soft processing is performed to instruct the braking means 28 to supply a predetermined braking force to the drum.
