PROBLEM TO BE SOLVED: To provide a coating liquid for an ink recording layer to be formed on the metal surface having superior bonding properties to a metal surface and superior film water resistance. SOLUTION: A coating liquid for an ink recording layer formed on a metal surface is composed of a water solution of a composition formed of (a) a 100 pts.wt. water-soluble polymer such as a polyvinyl alcohol, (b) a 0.01-50 pts.wt. polymeric monomer content as a polymeric monomer containing at least a 0.01 pts.wt. phosphate ester and (c) a 1×10-5-5 wt. polymerization starting agent. At least 3 wt.% of the b) polymeric monomer component is preferably a crosslinking polymeric monomer.
