PROBLEM TO BE SOLVED: To obtain perfectly opaque paper having high whiteness though having a low basis wt. SOLUTION: This perfectly opaque paper is constituted by laminating raw paper 1a having a white pigment coating layer 2a high in opacity provided on the surface thereof and raw paper 1b having a white pigment coating layer 2b high in opacity provided on the surface thereof through an adhesive layer 3 excellent in light absorbability and the opacity prescribed by JIS P-8138 thereof is 100% and the whiteness prescribed by JIS P-8123 thereof is 60% or more and the basis wt. thereof is 90-250 g/m2. The white pigment coating layers 2a, 2b are based on a titanium oxide powder and a styrene/butadiene copolymer latex. The adhesive layer 3 excellent in light absorbability pref. contains a black dye or pigment such as aniline black or carbon black. As an adhesive, a water-soluble adhesive such as starch or polyvinyl alcohol is used.
