PROBLEM TO BE SOLVED: To immobilize phosphorus in sludge, in a melting furnace in which the inside of a main combustion chamber is operated under the reduction atmosphere. SOLUTION: In this method, when the sludge containing the phosphorus is treated under high temperature with the melting furnace 21 to be converted to slag, raw sludge 23 is mixed with polyferric sulfate 24 and dehydrated with a dehydrator 22 as a pre-processing, and a dehydrated cake is dried with a sludge dryer 27, and is charged to the fusion furnace 21. In this case, a quantity of the polyferric sulfate to be mixed is 3-6% of the raw sludge 23 in terms of dry sludge.
