PROBLEM TO BE SOLVED: To obtain the subject panel capable of being applied and greening irrespective of the shape, the inclination angle, etc., of a target face for greening, etc., by integrating a specific plant and a specified high-strength medium material by a prescribed method. SOLUTION: A root preventing sheet is prepared on a ridge and a high- strength medium material 3 incorporated with a lattice plate 2 of a material having durability is arranged on the root preventing sheet. A propagation material of a plant 1 extremely strong in drying is sprayed to the high-strength medium material. The plant is cultured until the roots are sufficiently entangled in the high-strength medium material 3 and integrated to give the objective panel having independent properties of material without depending upon a material of a target face for greening. At an initial stage in a not sufficient rooting, a fastening is effectively used. A plant of the genus sedum of the family Crassulaceae is preferable as the plant extremely strong in drying. The plant is a plant so strong in drying as to grow even in the absence of soil depending upon a kind.
