PROBLEM TO BE SOLVED: To obtain a cosmetic or a medicinal preparation exhibiting a high light-protecting factor as much as possible with a very low concentration of a UV-absorbing agent by containing a specific triazine derivative and zinc oxide in a specific ratio. SOLUTION: This cosmetic or medicinal preparation contains (A) 0.1-10 wt.% one or more kinds of 1,3,5-triazine derivatives of formula I R1 to R3 are each a (substituted) 1-20C alkyl or a (hetero)aryl; X is O or NR4 [R4 is H, a (substituted) 1-20C alkyl or a (hetero)aryl]} and (B) 0.1-15 wt.% zinc oxide. Preferably, it contains 1-8 wt.% compound of the formula I in which R1 to R3 are each a 4-8C alkyl, X is O or NR4 (R4 is H or a 4-8C alkyl) and 0.1-10 wt.% component B, and more preferably contains 2-6 wt.% compound of the formula II of 2,4,6-trianilino-p-(carbo-2'-ethyl-hexyl-1'-oxy)-1,3,5-triazine and 2-8 wt.% component B. Preferably it has a light protecting factor of >14.
