PROBLEM TO BE SOLVED: To obtain an explosive composition or cast explosive composition excellent in safety in its handling, with uniform crystallized inorganic oxidized acid salt particle size, stable to temperature load, stable for a long period over the wide range of temperatures, and easy to deactivate in a container by the use of hot water, and to provide a method for producing the composition. SOLUTION: This explosive composition comprises an inorganic oxidized acid salt, water, an organic liquid fuel, and a water-absorbing matter, and as necessary, microballoons; wherein the inorganic oxidized acid salt is crystallized, and the crystallized particles are wholly coated with the organic liquid fuel. The 2nd objective cast explosive composition is obtained by molding the above composition to a specified shape using a relevant mold. The 3rd objective method for producing the explosive composition comprises the following three consecutive processes: 1st process: an inorganic oxidized acid salt, water and an organic liquid fuel are mixed together to form a water-in-oil emulsion; 2nd process: the emulsion is admixed with a water-absorbing matter and, as necessary, microballoons; and 3rd process: the resulting mixture is cooled to normal temperature or lower to crystallize the inorganic oxidized acid salt.
