PROBLEM TO BE SOLVED: To improve economy by measuring the temperature of washing water in a hot water reservoir tank and operating a heater when the temperature of the washing water is not higher than a previously fixed value to control washing water to keep a previously fixed temperature to use the washing water remaining at the time of finishing hair washing for next washing without draining. SOLUTION: Hot water and water are blended by a blending mixer 1 to make hot water at a proper temperature and supplied for the hot water reservoir tank 3 until the tank becomes full. At the time of washing hair, the temperature and the water level of washing water in the tank 3 are monitored by a thermister 4 and a float switch 5. When the temperature of washing water is not higher than a set value and the water level is not lower than a low water level, a heater control part 21 turns the heater 20 on to heat washing water. When the temperature of washing water is not higher than the set value and the water level is not higher than the low water level, the part 21 turns off the heater 20 to save power. In the case of continuing hair washing after then, hot water is replenished to the tank 3 from the mixer 1.
