PROBLEM TO BE SOLVED: To maintain a pyrolytic temperature constantly at a pyrolytic gasification furnace and, at the same time, secure a temperature which is necessary for the melting of an ash content in a combustion melting furnace by increasing the temperature of a preheating air utilizing electricity generated by the sensible heat of a combustion exhaust gas. SOLUTION: A preheating air is heated using a plasma air preheater 14 and then is supplied to the air supply aperture 17 of a pyrolytic gasification furnace 1 to maintain the temperature of a fluidized layer 16 at 550 deg.C or higher. At the same time, the preheating air is supplied to the air supply port 25 of a combustion chamber 23 as an air for combustion at a combustion melting furnace 2. By controlling the temperature of the preheating air by a plasma output in accordance with the quantity of heat of a combustible matter such as a combustible gas or char, it is possible to set the temperature of the combustion melting furnace 2 at 1,300 deg.C or higher which is a temperature level required for the melting of an ash content. A combustion exhaust gas sent to a steam boiler 3 is cooled at 600 deg.C or lower by a radiation heat transfer part 31 and further is cooled by a water pipe heat transfer part 32. Therefore, the trouble due to the sticking of a molten fly ash to the water pipe heat-transfer part 32 does not occur. The electric power obtained at the steam boiler 3 and a power generation installation 6 is used as a power supply for the plasma air preheater 14.
