PROBLEM TO BE SOLVED: To easily assemble a connecting member in a steel pipe column by drawing a bolt so that at least a tip thereof is projected out of the steel pipe column from a through hole, and threading a nut with the bolt outside the steel pipe column. SOLUTION: Positioning adjustment of a carriage 26 in a steel pipe column 12 is performed, and each bolt 16, the steel pipe column 12 and a connecting member 14 are matched with corresponding through holes 20, 22. A drawer tool is inserted into the through holes 20, 22 of the steel pipe column 12 and the connecting member 14, and a tip of the bolt 16 is attracted by a magnet for maintaining, and the drawer tool is pulled up over the steel pipe column 12 in this condition. With this structure, the tip of the bolt 16 is projected out of the steel pipe column 12 from the through holes 20, 22. Continuously, the bolt 16 is maintained by a maintenance tool in the condition that a tip thereof is projected out of the steel pipe column 12. A nut 18 is threadedly engaged with the bolt 16 projected from the steel pipe column 12, and the connecting member 14 is assembled in the steel pipe column 12.
