PROBLEM TO BE SOLVED: To prevent stored industrial waste from being permanently subjected to chemical change by an low-priced treating method and to enable using a construction formed by this method for improvement of the ground as a firm supporting body. SOLUTION: This treating method consists of a process wherein while the ground 10 is dug, a cylindrical body 11 is sunk into the ground to form a storage vessel 26 of prescribed length, a process wherein a bottom disk 19 is formed in the bottom part of the storage vessel 26, a process wherein industrial waste 21 is fed into the storage vessel 26, and a process wherein mortar is injected into the storage vessel 26 into which the industrial waste 21 has been fed to form industrial waste soaked in the mortar 25. In the process wherein the storage vessel 26 is formed, the ground 10 is dug while filling muddy water 12 into the storage vessel 26. Since the whole industrial waste 21 is covered with the storage vessel 26, the bottom disk 19, and a surface part 27 and the inside thereof becomes industrial waste soaked in the mortar 22, the construction constructed becomes permanent solid matter. This solid matter is found a safeguard for playing a part of the supporting ground only under the ground.
