PROBLEM TO BE SOLVED: To obtain a filling apparatus wherein even if a substance to be filled is relatively highly viscous, measuring accuracy of a measuring cylinder does not drop nor productivity drops. SOLUTION: The filling apparatus comprises a reservoir tank 1 for a substance to be filled, two measuring cylinders 21, 22 placed on a downstream of the tank 1 for repeating suction and discharge, and two measurement paths 23a to 23b and 24a to 24b for respectively connecting the reservoir tank 1 with each of the measuring cylinders 21, 22, wherein three-way switch valves 23, 24 are respectively placed on each of the measurement paths, and discharge ports of the respective switch valves are combined to be a discharge path 23c, which is connected via a filling channel 29 to a filling nozzle. An amount of the substance which has been measured by each of the measuring cylinders 21, 22 is specified to correspond to an amount to be filled in one empty container, the respective cylinders 21, 22 alternately discharge the substance, and further, substance suction time in each of the cylinders 21, 22 is set to be longer than discharging time.
