PROBLEM TO BE SOLVED: To realize a stable and high slip factor with regard to a splice plate when performing the friction welding of materials different in strength with high strength bolts. SOLUTION: The integrated splice plate 1 is obtained by welding steels different in surface hardness so that the ratio of a large surface hardness value to a small surface hardness value in the respective steels to be welded having strength different from the surface hardness of the friction welding surface of splice plates 3 is >=1.2. In the splice plate 3 or the steel, the surface roughness on the side large in the surface hardness of the friction welding surface is larger than the surface roughness on the side small in the surface hardness values.
