PROBLEM TO BE SOLVED: To attain a sufficient heat insulating characteristic and a shock absorbing characteristic as a foamed sheet, prevent wrinkles easily generated at the time of pressurization when a box is made from being produced, and cause it to be suitable for forming of a paper cup requiring a heat keeping characteristic or a packing material requiring a shock absorbing characteristic and a wall paper requiring a certain outer appearance and the like. SOLUTION: This foamed sheet contains fibers having as their major elements pulp and porous foamed particles of thermoplastic resin and they are superior in processing property. In this case, a foamed sheet containing 3 to 80 weight part of porous formed particles of thermoplastic resin, fibers containing as its major element at least pulp and porous foamed particles of thermoplastic resin containing 0.5 to 20 weight % of foaming agent are mixed in respect to 100 weight part of fiber with water being applied as medium, the mixed material is processed into a sheet-like material and the sheet-like material is dewatered, thereafter the sheet is dried by heating and concurrently the material is foamed.
