<p>The invention concerns a passive device (110) comprising at least an element (112) having a circular, ovoid or elliptic cross-section, and made in ceramics, and at least an open ring (114) made of a conductive material placed in the proximity of said element, such that at least a portion of said element belongs to the volume defined by a right cylinder having the circular outline of said ring (114) as directing curve, or in direct or indirect contact with said element (112).
