PROBLEM TO BE SOLVED: To reduce mesh-clogging of an abrasive, and uniformly finish/polish a polising material up to a thin part by imparting microscopic eccentric rotary motion of a difference between a rotating speed of an eccentric collar and a rotating speed of an eccentric shaft to an optional point in a swinging shaft cross section. SOLUTION: In rotation of a rotary shaft 4, a swinging shaft 3 is deviatively rotated to the axis of the rotary shaft 3 through a left side joint 24, a cross swinging piece 25 and a right side joint 26 symmetrical with the joint 24. The swinging shaft 3 contacting with a bearing 23' for the eccentric collar inner periphery on the inner periphery of an eccentric collar 41 vertically and laterally swings in proportion to a frequency of a difference between a rotating speed of the swinging shaft 3 and a rotating speed of the eccentric collar 41 and an eccentric width of the eccentric collar 41. These movements are synthesized, and while swinging/rotating a cross section of the swinging shaft 3, microscopic eccentric rotary motion equal to eccentricity is imparted to the optional point, so that a polishing material is uniformly polished.
