SOLUTION: This access controller which has an interface for network connection, an interface for voice packet transmission and reception and an interface for computer data communication is provided with a priority controller 2E'1, which makes a transmission packet inputted from the interface for voice packet transmission and reception assume priority over a transmission packet which is inputted from for network connection and outputs it to the interface for network connection.
