PROBLEM TO BE SOLVED: To prevent partial heat generation by forming an insulation film at either or both of an outer frame and a shaft. SOLUTION: A plurality of magnetic poles 16 are provided at an equal interval in a peripheral direction and are fixed to a middle part in the axial direction of a shaft 14 in a primary side core 12. A secondary side core 13 is fixed into a cylindrical outer frame 15. The outer frame 15 is supported at a tip part 14a of the shaft 14 by a cantilever rotatably via a cross roller bearing 20. Then, an insulation film C is formed at either or both of the inner-periphery surface of the outer frame 15 and the outer-periphery surface of the shaft 14, thus insulating the shaft 14 and the primary side core 12 and then the outer frame 15 and the secondary side core 13, preventing an overcurrent due to an alternate magnetic flux being leaked from the primary side core 12 and the secondary side core 13, and preventing the partial heat generation of the shaft 14 and the outer frame 15.
