PROBLEM TO BE SOLVED: To obtain a moisture-proof paper having excellent repulping properties in a repulping step in a waste paper-recovering plant, and further to provide a producing method thereof. SOLUTION: This moisture-proof paper has a primer layer obtained by coating a synthetic resin latex having >=10% tensile breaking elongation at 1,000 mm/min rate of the tensile test when a single coated film having 30μm thickness is formed, and the dampproof layer obtained by coating a vinylidene chloride-based copolymerized resin latex providing <=10 g/m2.24 hr water vapor permeability when a single coated film having 5 g/m2 basis weight is formed, in order on one surface of a base paper.
