PROBLEM TO BE SOLVED: To obtain a composition having the effect of inhibiting and preventing rusting by adding a tannin (a polyphenol) to a coating material or a surfacer. SOLUTION: A tea catechin extract in an amount of 0.2 wt.% based on the coating material is added to a commercially available coating material, and the mixture is well agitated. The extract is used in the form of an aqueous solution when the coating material is a water-based one and is used in the form of an alcohol solution when it is a non-water-based one. Alternatively, a commercially available coating material is mixed with a 1% equivalent amount of an ethyl alcohol solution containing 5% tannic acid. It is also possible that it is applied to a rusted area or as a freshly applied coating material. Further, a surfacer is prepared by mixing 10 g of ethyl alcohol with 0.1 g (in terms of the catechin) of a tea catechin extract, 0.05 g of a polyvinyl alcohol, and 5 g of water. The effect of inhibiting and preventing rusting can persist because the tannic acid penetrates deeply into the rust in a rusted surface of an iron material, fixes the rust by complexing, and fixes not only the surface rust but also the inside rust to prevent its propagation.
