PROBLEM TO BE SOLVED: To provide the image coder where code processing is conducted at a high speed. SOLUTION: A conversion section 11 stores DCT coefficients whose values are different from zero in a work memory 12 based on a result of detection by a detection circuit 11C. When the result of detection by a detection circuit 13b indicates read of a DCT coefficient whose value is zero, a quantization section 13 omits quantization processing to the DCT coefficient and outputs a value 'zero' as a result of quantization to a coding decoding section 15.
