PROBLEM TO BE SOLVED: To reduce a time of a communication pre-procedure by omitting a part of the time-consuming communication pre-procedure, such as setting of various parameters of a modem. SOLUTION: This data transmitter is provided with a storage means 108, that stores control information of a modem for each destination and with a communication control means 103, that executes a communication procedure in a reduced time by activating the modem with control information stored in the storage means 108, after transmitting a reduced communication procedure transfer notice signal (a tonal signal consisting of a repeated pattern of '0011') to a destination terminal. Thus, there is no need to acquire modem parameters required for communication or the like through communication procedure each time, and the communication procedure is surely transited to the time-reducing communication procedure.
