PROBLEM TO BE SOLVED: To allow one set of coded data to cope with a change in a frequency band on the occurrence of the access by the user of a network using a different frequency band or of congestion in a network with respect to the video database provided to a video server that serves video data on request from a client terminal via the network to the client terminal. SOLUTION: The video database 11 stores each of video data that are compression-coded at an estimated high bit rate in advance by the MPEG 2 and coded corresponding to an original moving picture in a structure of many combinations of intra-pictures, prediction coded pictures and 2-way prediction coded pictures. Upon the receipt of a request from a client terminal 3, an available frequency band is discriminated, a reduction rate of video data is discriminated based on the discriminated frequency band with respect to a coding bit rate of the stored video data, and a required number of pictures is reduced according to the reduction rate among plurality of pictures consisting of the video data. |
