PROBLEM TO BE SOLVED: To control charging by detecting the battery voltage correctly and also set an insensitive time for control of charging and for control of overcharging individually. SOLUTION: A protective IC 21 is provided with a battery voltage detecting section 22 and a section 29 for controlling charge and overcharge. When charging is started and the battery voltage detecting section 22 detects that the battery voltage VCC2 becomes a predetermined potential, a control signal is applied to a charge controller from a charge control output section 24 through a terminal OC1 after a given period of time set by an insensitive time setting section 23. Then, the charge controller switches a charging method from constant current charging to a constant voltage charging. When these is overcharge and the detecting section 22 detects it, an overcharge control output section 25 so controls a charge controlling FET as to cut off the charging circuit after the given period of time set by the insensitive time setting section 23.
